You receive an error stating Could not load file or assembly WIN911.CCFlicWrapper.DLL or one of its dependencies. The specified module could not be found when starting WIN-911 Runtime services and Web modules. This error applies to WIN-911 standard, interactive or advanced.
With the release of 3.16.15, WIN-911 now requires the Visual C++ Redistributable for Visual Studio 2015 x64 and x86.
The WIN-911 installation attempts to install the redistributables but should the installation fail, you will need to install them manually. Check to see if Visual C++ Redistributable for Visual Studio 2015 x64 and x86 are installed on your machine. If not, simply installing the missing redistributables could resolve your issue. A download to each redistributable is listed below. If both redistributables are installed and you're still receiving the CCFlicWrapper.DLL error, continue to the Resolution.

The following resolution is only for Windows 7, 8.1, Server 2008 R2, and Server 2012 R2. If you are running Windows 10 or Server 2016, the following steps do not apply. If you are receiving the error in Windows 10 or Server 2016 and the two redistributables have been installed, please contact the Product Support team at +1-512-326-1011 x3.
A prerequisite of the Redistributables is Universal C Runtime which can either be installed by running Windows Update or can be downloaded directly from Microsoft. However, there are also prerequisites that must be fulfilled before installing Universal C Runtime which is listed below:

Once you have the Universal C Runtime installed, reboot and check the WIN-911 log in Windows Event Viewer for any WIN911.CCFlicWrapper.DLL errors, if you do not see any, the issue is resolved.
If you are still seeing the issue only for the WIN-911 OPC DA Module/Runtime and/or WIN-911 iFIX Module/Runtime, run a repair on Microsoft Visual C++ 2015 Redistributable (x86) and restart the web modules and services or reboot the machine.
